I have a lilac that has Milky Mildew and I will be getting rid of it. My question is, can the dirt in that container be used again or is it also contaminated?

Do you mean powdery mildew? I've never heard of milky mildew, but lilacs are one of the plants that tend to be susceptible to powdery mildew. If that's what it is, it's generally not fatal so there's no reason you have to get rid of your lilac. If you want to re-use your potting mix you can always sterilize it to be safe (google sterilizing potting mix for instructions on a couple different methods). But assuming you're using bagged potting mix, if you can afford new soil it's generally better not to keep potting mix too long--the structure tends to collapse over time so fresh potting mix is better for the next plant.
