Garden Phlox - powdery mildew

I have several colors of garden phlox that have been in the ground for many years. This year they are sad & leggy and developed what I believe to be powdery mildew. Do I have to dig them all up? Will the plants recover? Do they just need to be divided or have the soil refreshed? HELP!! :>)
