Why do my pomegranate flowers fall?

I live in Spain and I'm growing a pomegranate tree on my roof terrace. It gets full sun most of the day and is watered daily. However, although it is thriving and flowering, as soon as the fruits start to form they drop and never come to fruition. It is quite breezy on the roof. Do you think this might be the problem?
