mexican primrose that hasn't done anything in almost a month

I planted one with full sunlight, weed repellent plastic and a little manure. It kind of looks like there's powdery mildew on it but I don't know if it gets powdery mildew. Anyway, it just sits there, not growing, not blooming, not dying either. I read that it acts like a weed. But not this one. What's wrong?
