Is black tarp under rock bed enough to keep the weeds out?

Trying to fix up the small back yard. Going to pull all the weeds and mess out this weekend. Probably just going to fill in the dirt area around the cement slab with gravel but I'd like to make sure the weeds don't grow back. Is simply putting a layer of black tarp under the rocks enough to prevent the weeds or do I need to do more?

If it's one of those heavy ones it should be enough.

You may be able to stop the weeds from below but you will still have to control the weeds that sprout on the surface. I say forget the plastic and control with glyphosate the existing weeds and the ones to come.
