Cutting my coneflowers off three inches below the flower!

Something is cutting my coneflowers off about three inches below the flower HELP what do I do??? What is it??? Soo frustrating!

There is a brown ring around where they are cutting it the flower just hangs there the ring is about ¼” and now looks like the same thing is happening with my Rudbeckias!
