I've sharpened the photo and cropped it to show it more clearly.
Any help with ID of the problem and a remedy would be appreciated.
The few dead leaves on the plant all have one mass of whatever the ailment is. Most leaves don't show any of these blobs.

Close! It ended up being "Cottony maple leaf scale" and the guy at the Extension Service said it isn't fatal and to try natural methods of control. I do have a Bayer product that I will use for systemic treatment.

My next door neighbor has hydrangeas that I want to root cuttings from. We noticed similiar spots on some of the leaves. Since we now have an ID of the problem i found the following info

I live near Philadelphia.
Tomorrow morning I plan to spray my veggie and roses plus next door's hydrangeas with the following solution:
1 teaspoon of bakung soda
1 teaspoon of shampoo
1/2 teaspoon of cooking oil (I was using 1 teaspoon .... but noticed some burned leaves .... was informed oil plus sun may cause leaves to fry.)
1 quart water.
I have been spryaying with the above every 7 to 10 days. Since we had a lot of rain in the last 24 hours I think it wise to spray again.
My roses are finnally rid of ugly leaves.
I have noticed similiar white spots on squash and cuke leaves. The spray has eliminated that problem.
I am now battling cuke leaf wilt.
So my strategy is spraying , removing and trashing bad leaves and aspirin
