Novice seeks help with landscaping...please

Thanks for reading for my post. Quick synopsis of my ordeal, I have this circle in my front yard which used to be a hibiscus tree, but unfortunately due to my stupidity I killed it and to add to my problems , my whole front yard is inundated with vole tunnels. The vole has its burrow in that circle. I want to plant something that will not provide ground cover for the voles and also requires the least amount of care. What would you all recommend I can plant there? or would you recommend going a totally different path?

Sorry to badger with more questions....
in the same yard I have a raised bed which has 4 plants ( a palm tree and 3 more) . The soil keeps eroding and on the roots are showing on the plant infront of the small window. I want to transfer that plant into a large pot and remove all others and plant something that is manageable and doesnt require a lot of care. Also the raised bed has lot of snails and which I think attracts the voles.

I'd first get rid of the voles, because they are just going to borrow under anything you plant.
The bed next to the house looks like it need to just come out farther(looks too narrow for the size of the trees/shrubs there)

I live in Canada but ive heard alot of good things about succlent plants aloes drought tollerant plants that will thrive well take a look at your neighbouurs lawns take a look at the green houses for plants that dont need much water that will cover the ground so you dont loose any soil to run off when it does rain

Don't forget your County Extension Agent and the Master Gardeners assistance with garden problems.
I also like to drive around elegant neighborhoods to get landscaping ideas, then visit an extensive and beautiful nursery for their landscaping suggestions according to your needs and interest.
Between the three of them you should end up with a beautiful home you really enjoy.
