My neighbour has a large patio with no drainage.The water runs off of his patio and goes in my yard . He also has a 10 foot eavestrough extension he uses to connect to the eavestrough on the house which in turn also directs his roof drainage to the patio which directs it to my yard because of the slope of the patio. The city says they can do nothing because it is on private property. It is up to me to do something. The city suggested a berm but I am not inclined to go that way. I think it might create more problems. Any suggestions appreciated.

Do you have the room to plant hydrangeas that might love the excess water?
There is too much water for a few plants to soak up.
if you can narrow down exactly where the water comes into your yard (i assume they have built up a wall to retain the excess material), it's possible to re-direct it by using a 'french drain' or 'french well.' Basically, you dig a big hole (2-4' deep), line the hole with thick, heavy landscape fabric (make sure there are no gaps in the fabric), and fill the hole with clear gravel. the most commonly used is 3/4" clear gravel. put a 4" O-Pipe near the top of the hole so that when water fills up to the level of the pipe it will begin to drain through it. trench the pipe wherever you want the water to exit (maintaining a slope! you may have to place the location and height of the trench strategically.)
I work in the industry and this is an easy and cost effective way to get rid of water in really wet spots. works great as long as the 'box' is completely sealed with landscape fabric - otherwise, soil infiltrates the clear stone and reduces its ability to hold water. (you might even be able to redirect the water back into his yard -- preferably, right into his pool? hah, hah.)
French drains really work well if constructed properly. Go for it.
