My mums have lots of small buds, & are 3 feet tall. If I were to cut them back, could I plant them as a cutting?

Try it, what have you got to lose? You have to trim them anyway, right? I may give that a try as well.

My mums are full of buds, but will barely open, then turn black. What can I do to get them to open & bloom all the way. I am deadheading them when they turn black. I have now started to snip off about helf the the buds. Maybe that will help.

Mums need to be trimmed before the 4th of July cut them too late they will not bloom for fall.

The latest is the 15th for the mums on trimming. I wouldn't do after this date. Note though you will be at the lastest blooming time for the mum.

No one has answered my question why my buds are not opening up. Is it because there are so many of them that they need to be pruned off so that the plant can feed all of them>?

Buds shouldn't be opening now, mums are a fall blooming plant, you need to keep them trimmed up to July so they put all their production into the fall show

They will be very floppy for the fall bloom or if they have bloomed too early you probably won't get any blooms for fall.
