I am pretty sure this is a Arborvitae. Any advise on how to clean up this mess is welcome. The thing is probably 7'+ tall. I would like to shape it if possible. Is a spiral doable or is it too big now?

You can definitely trim off some of the branches that are sticking out funny. But you need to be careful with pruning these--if you prune a branch back into a brown area, then it won't grow back, so for any pruning you do, you need to make sure you're only pruning back in the outer green part, otherwise you'll end up with these permanent ugly brown patches on it.
