Could someone please set me straight on "planting dates"?

I'm reading a "Fall Planting Dates" chart with varieties of vegetables and dates of average first frost.
I'm pretty sure that the average first frost date for my area is Dec. 20.
But what does this mean?

For example, my planting date for broccoli is Oct. 10. Is this the earliest date or the latest date? Also, is it the date for me to sow seeds or is it for transplanting?

I'm sure the answer is pretty obvious but I've read and read, and I'm still confused!

If your first frost date is December 20, It just means your optimal date for broccoli transplants is early October. Not really critical for your area as it will never get cold enough to effect broccoli. I would suspect that heat is your limiting factor. It is here in Georgia. As for other fall plantings the planting dates supposedly give you enough time to grow and harvest before the plant succumbs to frost. Most brassicas will tolerate any thing short of a hard freeze ( low 20's)

Frost is a pretty rare occurrence around here but it does happen. Like Farmerdill said, it's the heat that is the limiting factor.

Tell me about. I'm from So Cal. The SFV. Here and there the heat is the limiting factor, it sure is limiting me.
