My rose buds are white and fuzzy

I don't think they are going to fully bloom because of this fungus? Any suggestions on removal or treatment would be great...thanks!

i think this is clearer on the fungus or whatever it is...its around the base of the buds. It also eventually covers the tips of the buds and prevents the rose from blooming. Although the entire bush isn't infected because obviously some are opening..wierd.

Looks like it could be Botrytis. I see no mildew on the leaves which would indicate if present Powdery Mildew. There is no cure for the buds that are infected and they should be removed and destroyed and the plant treated with a fungicide (Daconil?) unless you are organic. If you have had cool temps and moist conditions this is an ideal environment for this disease. This is my opinion, you may want to take a sample to a reputable nursery in your area or contact your local agricultural extension office for confirmation.

On closer inspection I also detected the white stuff on some of the leaves. I treated with a fungicide and cut some of the worst infected buds off...hopefully it does the trick.
