Best ground cover between flags stones?

I have an area in the sun (mostly) with flagstones. I want to put something between the flagstones. I have tries creeping thyme twice. It died even with sufficient water. $25 dollars died. Is anyone able to suggest a hardy ground cover for this area? I live in zone 9.
