ponytail palm top frozen

My ponytail froze this winter and now dozens of sprouts are coming out of every bump on the stem. At the top is a ring of sprouts with some in the center. I kept 2 on the sides of the stem, but which ones do I keep at the top. My ponytail is 39 yrs old and about 12 ft. tall and planted outside. I would love to plant some of the sprouts if that is possible, but how do I do it without damaging the original plant? Everyone was amazed at the size of this plant. There are no sprouts coming from the bulb, just the stem. I cut them off, and they keep growing.

I have a ponytail palm that's over 27 years old and finally started putting on sprouts. I carefully broke two off, dipped them in some rooting powder, stuck them in a small pot of soil and left them inside (to protect them from wind until they put down good roots) under artificial light. One didn't make it but the other is putting on new growth and looks great. BTW, I water it sparingly (just a little once a week). I removed the two sprouts several weeks ago and the mother plant hasn't shown any signs of damage at all.
