White milky goo on red twig dogwood

Hi,
I'm in NW Illinois and I have a white, milky, goo in many areas of our red twig dogwoods, they are about 12 years old. At first look you would think bird droppings but it's not. Any ideas of what this is and how to combat it? Thank you for your help. PalAl

Is it bubbly?

If it is bubbly then sounds like a Dogwood Spittlebug. They are sap suckers.
