Oriental poppy failure - any ideas?

Silver Spring, MD(Zone 7a)

I planted an oriental poppy from bare root about 6-8 weeks ago. It resists growing. I have noticed that small leafy shoots begin to grow from the grown, but die off within a couple of days. My guess, the soil is too moist or is not draining properly. Does anyone know if coneflower, bee balm or yarrow would interfere with growing poppies in nearby soil? All of the other plants are established and seemingly fine.

No, the other plants would certainly not be interfering.
Given that you planted it bare root - which is quite an unusual way for an oriental poppy to be sold or shared - it is probably suffering from stress as it attempts to replace the feeder roots it lost.

Hi bugmenotgirl. It's possible that your oriental poppy plant simply wants to go dormant for summer, already.
I planted a bare root 'Royal Chocolate Distinction' last autumn, in full sun & it went dormant, several weeks ago.
This April, I planted three bare roots of the cultivar 'Heartbeat' & they are still growing new leaves!
Another, (maybe 'Manhattan'?) that gets shade from the house by mid-afternoon, is sending up a flower...
So, my idea would be that it may partly depend on the particular cultivar & also possibly due to how much direct sun it is receiving, especially if its getting the exposure on into the warmest part of the day, during late afternoon.
