HELP!!!dead heading perinnieals

Does anyone know if you are suppose to dead head red beard toungue flowers? If so does anyone know how? I cut the stems back last year after the bloom and nothing else happened... They are suppose to bloom all summer help!!!

One of the Penstemon's? Dead-head by removing the spent flower, not the whole stem. Hope this helps.
