White specs on leaves HELP

My clematis leaves have white spec on the leaves (see image at full resolution).
When I touch the white specs it seems like powder. Is this White Powdery Mildew or does anyone know what it is?

This does not look like powdery mildew; you might have some very small sap-feeding insects.

I gave all the leaves a good shower and it has been a couple of days and so far good!
