Roses with white things on buds?

I have a climbing rose that I have had now for about 4 years and they have many buds on them with white (things on them, bugs)? I have no ideawhat it is, what do I do?

Aphids? Spray them with soapy water.

Thanks Jen you always answer my questions! Thats what I did last year, and the buds just drooped down and died,,,,yikes what happened! Are they eating my leaves to? My other rose bush looks like a skeleton. but they have no white bugs!!!

Aphids, they suck the sap from the plant,they don't eat leaves.
Here are the symptoms-
decreased growth rates, mottled leaves, yellowing, stunted growth, curled leaves, browning, wilting, low yields and death. The removal of sap creates a lack of vigour in the plant, and aphid saliva is toxic to plants. Aphids frequently transmit disease-causing organisms like plant viruses to their hosts.

Forgot to mention, Neem oil is great too

Ok I sprayed them with vegetable oil and dishwashing soap! I hope that kills them, my other rose bush has no white bugs bugs but the leafs are all gone!!! What happened to them?

That's weird, did you see any black spot on them before they all fell off?

Are you sure it is bugs? I have an old running rose that the powdery mildew hits every year. The best thing I have found to keep it under control is soapy water with baking soda in it.
