I was wondering if I planted seeds from my dwarf Meyer lemon Tree would I get another dwarf tree or a full grown? I understand most dwarf trees are grafted on different root stalk and that is why there small...I was also unsure what would happen if I tried to clone my tree. Would I need to learn how to graft and get rootstalk to keep them dwarf size?

It would end up regular size--the dwarfing effect comes from the rootstock. In terms of fruit flavor/quality, Meyer lemon is said to come pretty close to true from seed (which is not necessarily true of other citrus cultivars) so you're good on that count, but it would grow into a larger tree. So yes, if you want it dwarf you will need to get rootstock and learn how to graft. Or you could just try keeping it in a container, that tends to slow down the growth of many trees so you might be able to keep it on the smaller side, and I don't think even the non-dwarf Meyer lemon is that big.
