I've never had this problem before. Two days ago I noticed perfectly carved holes in one of my rose bushes. Today I noticed that the newly planted bareroots have the same holes as well. What could be doing this and how do I stop it? This picture is the first rose that got the holes:

Leafcutter bees. They cut holes like that and use the leaves to make their nests. They don't really hurt the plant and they're good pollinators so I'd leave them alone. You'll only see that activity for a short period since once the nests are built they won't need any more leaf bits http://www.ext.colostate.edu/pubs/insect/05576.html
