I was at a mastergardeners plant sale and purchased this unnamed spirea this weekend.
After I got it home I noticed it has spots on the the leaves.
I'm unable to find info on the web as to exactly what it is or how serious it is.
Is this infectious to other plants or spirea? Will it clear up on its own or is this permanent?

It looks to me like one of the types of fungus that plants can get when you water them from overhead and water splashes back up on the leaves and they stay wet for a while. Usually those are unsightly but not fatal. Unfortunately once the spots are there they won't go away, but as long as you're careful not to splash water on the leaves when watering hopefully it shouldn't get any worse. This year when it loses its leaves I'd rake them up and throw them away just to be safe, and then next year's leaves ought to be fine.
