15 x 50 (750 squ ft) of dead grass, I want to re-sod it. Do I lay the sod directly on the dead grass or do I aerate the dead area first and then lay the new sod down or
do I take up the dead grass with a sod cutter and lay the new sod down?

We turned it in with a tiller and also mixed in new dirt at the same time..leveled it up and it made a nice soft well broken up foundation for the sod.
If you lay the sod on the dead grass, most of the roots on the new sod won't be able to penetrate well enough to the soil below the dead grass, and your new sod will fail. Remove the dead grass, till the area, level (or for your area, I recommend a roller - large area), wet over the period of a couple days, then lay the sod, making sure you water it daily for a couple weeks.
