I have a young yellow tabebuia tree and it has pods on it., do I leave them on the tree until they drop or can I remove them. will it harm the tree if I remove them? I am new at growing trees.

It won't harm the tree at all if you remove them, but if you want to try and grow new trees from the seeds then you need to let them stay on the tree until they mature. With many plants that would mean you need to wait for the pods to go from green to brown, although I've never grown this one so I don't know if there are also other signals that the seeds are ready to be collected.
I read somewhere that they will open and the seeds will fall to the ground. I do not plan to use the seeds to plant , I just think they are ugly on the tree and was wondering if I could just remove them before they fall to the ground. they are brown now.
Sure, if you don't want to plant the seeds you can remove them any time you'd like.

If the pods are brown then the seeds are probably ripe, so you might consider trying to trade the seeds--there are probably some people out there who would love to try and grow this from seed, and you might be able to get seeds of something you want in exchange.
