Am I suppose to get rid of the old mulch before putting new one?

I never do--the old mulch breaks down and enriches the soil so I just top it off with new mulch. If the old mulch has formed a sort of solid crusty layer over the soil you might break it up a bit before you put new stuff down, but there's no need to remove it.
