Mexican Firebush Vine is Sick.
Looks fungal as opposed to insect to me. Unfortunately I'm not knowledgeable enough about all the various fungal diseases to tell you which one it is or what to do about it--hopefully someone else will have some ideas for you.
A fungal pathogen such as an Alternaria sp. definitely is a possibility - see

Suunto Thanks,
Great article, it was well hidden in the net because i search for hours and find nothing.
Can i use the regular copper mix that i m using in my mangos trees sick with hanthracnose fungus ?
Also can it be any relation in been sick they are about 10feet apart?
Thanks again.
Emily
Diseases caused by Alternaria spp. can be difficult to control, but copper-based fungicides reportedly can be effective. Obviously, the closer plants are, the greater chance for disease spread, although the fungal spores can be spread via wind currents as well as by water splashing and direct contact. See http://tinyurl.com/ye9pqqa for a very detailed article on control of Alternaria on ornamentals.
