Scotch broom: is it a menace in New York?

Hi. I recently moved from Oregon to upstate New York and bought a first home (thus moving out of very limited container gardening and into a "real" garden).

This week I noticed something that looks like scotch broom blooming everywhere and feel bewildered. Back in Oregon this plant is considered a pariah -- very invasive. Highway crews are paid money to go and rip it out of public lands. Is scotch broom less invasive here? Do people not care about the invasivness here? Or am I seeing a plant that looks very similar but is not scotch broom?

Anyone know?

As a follow-up message. What I thought was scotch broom from a distance a neighbor tells me is forsythia. This is a great discovery and makes me feel much better.
