Lace Handkerchief Iris dead?

Does anyone have this plant and know if it should be coming up yet? My other variegated iris' and all my neighbor's iris' are coming up, but the lace handkerchief iris I bought last year looks like a dried lump with no signs of green. It did not bloom last year, but I just planted it so I'm not surprised. It did have live foliage last year.

Google Argyle Acres in Argyle TX. They may be able to help you determine if it is still dormant
