I have last years seeds of Scarlet Bean Runner which were packed for the 2009 seaon. I did not plant them last year and they are still in their envlopes. There were stored in a clean dry place all winter. Can I plant them this year or should I just start over with new seed?

try it and see! there's always hope that they will sprout right up and surprise you.
they will likely sprout for you - maybe not 100% germination, maybe 60%, but I'll bet if you plant more thickly than normal, you'll be fine.
I think they should be fine. I just did germination tests on beans that where packed for 2007 and 2008. The ran 70 to 90 percent germination and they where not stored particularly well. -Doug
