Can you start root vegetables in a flat and then transplant?

Warsaw, NC

I am not sure if distrubing the roots of a seedling will cause a problem later. Thanks.

Yes, you can. Though it is better to start root veggies (carrots, parsnips, radishes, turnips, etc.) outside where they will grow. Melons/squashes/cukes are a bit more sensitive to root disturbance but also can have problems with root strangulation because people that start them indoors do not plant them outside before their root system gets extensive in the little pot space. Their root systems are pretty rapid to develop long roots.

Also, peas and beans do best direct sown. Most of the other veggies can be transplanted.
