I need to move a wiegela a few feet up a bank. I would like to cut it back before I move it. Is mid March in zone 6 too early to do this? If so, when would be the best time to do it?

I would imagine the best time would be after your last freeze date but before it starts sprouting out. That would reduce stress on the shrub and allow you to cut it back with less chance of new growth getting nipped by a sudden freeze. Your County agent should be able to help with those dates. I would make sure that soil on the downhill side of your planting be held in place with landscape cloth, edging or rocks to give the roots a chance to spread.and hold the soil.

I moved several Forsythia today and moving a Wiegela tomorrow. I may be mistaken, but I figured it would be safe to move them while they are still dormant. The trees and bushes I've ordered online always come at this time of year when they are dormant.
You might want to reconsider cutting it back. I cut mine back last spring and then had very few blooms all summer. Apparently, it blooms on last year's growth.
