Petunias from seed

I've started some petunias from seed. They sprouted quickly, but now they aren't doing anything. Anybody know why? I've had this happen b4, but I've also had them grow beautifully b4. Not sure what I might have done differently.

They are not crowded and they are under flourescent lights. I have the same problem with my snapdragons. I can see roots coming out of the 6 pack cells I have them in, but they do not have any true leaves yet. They sprouted at least 3 weeks ago.

The roots are coming out the bottom??? They need to be moved to a larger container.
