Flooded Corner

Hello, This is my first post. I am in the second year of my garden. I have expanded my garden a bit and to the South East Corner there is a vacant lot. At times the lot floods and the first 6-8 feet of my garden become very saturated. This is only during very heavy rains, but annoying the same.

Is there anything that will enjoy this saturation? Any vegetables in Zone 7 that would benefit from this?

Any tips for drainage?
I had a truck load of some home made mulch from my parents brought to me and I raised my bed about 6 inches. We just had major rains and it is flooded. I was going to either build a run-off stream or something...not sure what to do.

Any suggestions would be great. I am probably going to add some dirt to prevent it from puddleing.

Yah, we are at the bottom of a hill and our town has a very high water table to begin with so when it rains a lot, like yesterday and today, or yard gets TOTALLY flooded. DH said we should start growing rice. I hope he was joking.
