When is the best time to cut back Rosemary and Lavendar?

I have never made a point to cut back rosemary.Unless you count harvesting.I always cut back the largest stem when I need some for cooking.From experience,lavender should be cut back in the spring.It should not be cut back till it starts putting out new growth.I have pruned in the fall only to find I get fewer flowers when it blooms.If you don't cut it back at all,it becomes too woody.Ege
