I was given several Traveler Palms with very damaged leaves. Some leaves are completely cut in half others ripped to shreads. The bottom of the plant is in great shape and the roots looked fine when I removed the pot. Will these trees eventually fill out again and if so how long will it take for the new fronds to appear? Thank you

If the only thing wrong with it is that some leaves have been shredded/ripped and it's healthy otherwise (no bugs, no root rot, etc) then there's no reason why it shouldn't recover. I don't know that it'll do much growing this winter, but I'm sure in the spring you'll see some new growth. I'd put it in a location where it'll be happy and then sit back and be patient with it.
