I would like any help your could give me on planting lavender. What is the best time of the year? Can lavender take direct sunlight?

I started my lavender from seeds and they are planted in full sun around my rock garden. They like soil that drains well.
That area is very dry and the plants love it. Very hardy, too.
They like full sun and to be kept on the dry side. You're in the wet part of Washington so getting good drainage will be critical, otherwise they will rot with all your rain. If you've got a hill and you can plant them on the top that would be good, or else building a berm or raised bed could help.
I grow lavender from seeds (english and munstead) in March indoors (I have a warming mat and a grow light) and I plant them outside in June and in late fall. I had read that the seeds need at least 4 weeks of cold, so I stick them in my refrigerator for 4 weeks before I plant the seeds and they do just great. I planted seeds in mid-June last year in a hot south-west part of my yard, they got a tiny bit of water from my in-ground sprinkler every other morning and I'd say about 90% of the seeds became full plants.
Established plants love it dry and sunny, and they actually seem to thrive on neglect. Since you live in a wetter climate, you'll want to make sure you have excellent drainage and be sure to plant them in a sunny, hot location.
can you get starts from lavender plants if so how do you start them , in water?
Well just don't do what I did and cut the lavender back in the winter. It can't take a hard pruning or a fall chopping like some shrubs or it will die.
