If you are using pictures from the internet to ID the plant, such as the PF, get several other references to verify the ID.

If the Hibiscus isn't flowering, it may need nutrients or more room (is it rootbound). Try giving it a bloom promoting fertilizer, as Carol has done.
If it is rootbound give it a larger pot. Set it outdoors in the Summer.
