Does it mean -- "We don't know" or "Its hardy everywhere" ??
What does this mean in Plant Files?

hardiness not applicable means the shrub you are looking at will come up every year...
It may mean something different to every person who has entered it into PlantFiles. They aren't any real standards and it is not checked later in any systematic way.
dx, here in the states it usually is applied to an annual plant.

The intent of hardiness "not applicable" in Plant Files is for annuals (the type of annuals that are true annuals everywhere...not the tender perennials that happen to behave as annuals in colder zones). But I'm sure not everyone who's making entries in Plant Files would interpret it that way, so chances are there are some "not applicable" entries where the person didn't know the hardiness, or interpreted it to mean something else. If you see that listed on something where you're not sure it's correct, it doesn't hurt to check a few other sources.
