And if they are bad? This is a new citrus tree to me and it just kicked out a bunch of flowers. I will be bringing it inside any day now with the cold weather upon us and am hoping to get some natural pollination & growth with the waning warm days. These tiny black bugs are on the flower & I do not know if I bring them in the house covered in bugs if I will inherit the bugs until the end of time. I am in Western Montana Thanks!

From their very small size and elongate shape, these could be thrips (order Thysanoptera) - see http://tinyurl.com/5mmwwp for more information. You might try an application of insecticidal soap.
