Movin' on up: When to relocate plants

I want to move two monarda and some foxglove (first year from winter sowing, haven't bloomed yet). Should I do this at the end of summer? Fall? Also, last fall I bought a zebra grass plant, and ended up moving it twice after I initially planted it. This year it's presented a grand total of two blades of grass -- is all the moving the reason and will it come back next year?

Early fall (say, first of September) would be the better time to transplant the Monarda and foxglove. That will give them enough time to put down a good root system before it gets cold, and they won't have the additional shock of being transplanted in the heat.
I'm not a grass expert, but I would think that if you only got 2 blades this year, things look pretty sketchy for next year.

Whenever you transplant any plant, cut the top growth to 1/3 the growth, or lower. You have balance top growth with the root mass. No matter how careful you dig them up, there will be a loss of root. The remaining roots can't support the stems and leaves unless you trim back the plant.
