willow birch tree HELP!!!

So I have a willow birch tree that is 2 yrs old, did great last year, but within just a few days half of the leaves on this tree have turned yellow and are dying!! I am afraid that I am short on time here, so I would appreciate any suggestions on what to do to save my tree!!

I don't know your level of gardening experience..so here goes.
Don't know how it was planted before you got it. Might it have been root bound in the pot and is now (ack cannot remember term, but when root bound plants try to grow and end up circling round and round and cutting off supple line
Did you work up the bottom of the planting hole and give it a major drink when planting last year? It sometimes takes a bit of time for trees and shrubs to show their problems.
Any possibility for structural damage during this past season?
Did you plant at same level that it was growing before, might want to check for ground heave if you have major changes in temps..such as what occurs all to often in WI
If balled/burlap..did you open, cut the burlap etc so roots can spread.? Burlap out of the ground wicks moisture away.
Check for any "sawdust"..we have lovely birch borer up here.
If none of this helps, would check with staff from where you got it. There may be some issues that are common in your area, that I have no clue of.

Is it in area that it is getting too much sun or reflected sun (off of cement, white or light colored house, white landscape rock?

this tree is actually a weeping birch.... someone suggested that i have mulch too close to the tree, and to dig around it... here's a pic... and we have had crazy weather this season... lots of rain (which I thought it would be good), but I also had a lilac that didn't make it this year, same thing happened as far as the leaves just turning yellow out of no where???? does anybody know if Play-doh is toxic to plants??? I've been hosing it off the deck into the dirt around my lilac ( not near my tree) and that's the only thing that was different about this year...

Hmmm. Don't know about Play Doh. I would imagine that it is not a factor. If your soil is clay, it might not be draining very well, that would keep your plants too wet.
With one loss and one in danger, I would recommend that you check with your local agriculture agent, as something seems severly wrong and could continue to cost you plants and $$.
