They look like whiteflies to me. Wash them off. I don't know what else to tell you but someone else will be along that knows what you should do next.

Mix 4 ounces of mild shampoo with one gallon of water (1 oz per quart / liter) and spray it all over the plant.

If it is hot and dry in your area, do this as the sun goes down and wash the plant off in the morning.

You may have to repeat this once a week for awhile, as the bugs lay eggs.

both sides of leaves or insecticidal soap will do too.

Yes, the entire plant. Insecticidal soap will work, but it is much more expensive, and more toxic than mild shampoo.
Suave or V-O brands usually cost about one dollar per pint. It is very effective as the mixture clogs the holes in the insect that they breath through, and they suffocate.

Never use detergents or strong soaps on your plants, as they can burn the leaves.

Looks like you have a serious aphid problem. The white you see are the remains as the aphids molt. If you have white fly they usually congregate on the undersides of the leaves and will fly when disturbed. The "sticky stuff " is produced by the aphids.

If wasps show up, don't chase them away, some will eat aphids.

Oh I have those on my strawberry plants. I have a greenfly, blackfly, whitefly and something else fly killer. I sprayed my strawberries with the stuff at the weekend (last time I sprayed them most of the "flys" disappeared) I haven't been to check them since, but that same night after spraying almost 500ml of stuff on the lot we had torrential rain GRR.
