Is the new foliage distorted? If so, it's probably powdery mildew. Some people use a mixture of 1-2 teaspoons baking soda to 1 gallon water in a sprayer to control it. Test a small section before you spray all of the plant.
You can also purchase fungicides - just look for powdery mildew and roses listed on the label.

Yes, the new foliage looks a little funky. Thanks for the info...sounds easy and natural enough to do.
haha...I'm sure its hot in Texas! We'll be getting it soon here in NY!
