I purchased a hanging fuschia from our local nursery and it's beginning to look "leggy". I'm not quite sure how I prune them to keep them full and flowering. I don't know what the difference is between a seed pod and a bloom.

Most plants I have ever dealt with the seed pods are harder than the bloom bud. I would also keep an eye on watering as this too can make potted plants leggy. Not enough or too much will stress and deter new growth. Also container size can be an issue. I have always had good luck using container plant spikes as feeders they come from many suppliers and are generally inexpensive.
If you could post a picture someone could tell you for sure, but when I used to grow fuchsias I never once got a single seed from any of them, so I suspect the things you are seeing are buds, flowers, and maybe the remains of some faded flowers if they don't fall off on their own.
I have one of these plants and I am having good luck with mine. I give it a drink of water soluble fertilizer every ten days. Miracle Grow will work. Like 10-20-10. The middle number phosphorous is what makes the bloom.
I have a couple and I just cut them into a nice shape. They bounced right back. Unfortunately, white flies have recently decided they were good eating. I've tried just about everything to kill them. Most recently I mixed up some systematic all-in-one stuff. Hopefully that will take care of the little buggers.
