Well it appears that some of the flowers ARE planted on city property along the street.
However, on the other side of the side walk, it is probably YOUR yard. The city has an easement to maintain utilities ect, but you still own the land. At least that is how it is here.
I have a 15 foot easement in my yard. I just cant put anything permanent like a building or a large tree there. If the city damages any of your things in the easement, they are responsible for replacing, fixing, reimbursing ect until it is as the original condition was.
That is why it is a good idea to keep photos. If the dogs are going along the street, they probably are on city area, but the other side may not be. You could consider shorter fencing, like picket, say 2 1/2 or 3 foot high, so wouldn't look too overwhelming or uninviting yet deter the dogs. People could still see your things, and it would look nice.

The beds are a good bit fuller now than they were 2 years ago. I planted every shrub and plant you see in the photo, plus now there are many more perennials. I thought it would be good for the seniors and the children that walk around the circle daily. Plus it is the only part of my yard I see when driving into my driveway. I thought it would be nice to actually see some of my gardening work as I came home in the evenings.

These past 2 spring/summers have been my first real main problem years. An what's crazy is it is on the inside of the sidewalk. Now I have about an 18 inch high black, thin metal, arching edging and that deteres him a lot. But get this, I didn't have the edging lining the driveway. Stupid me. He actually has let them turn left into the driveway and break lilies and other bulbs and perenials up to about 4 feet into the left of the bed (left of the children and into the beds). AND, of course, he always lets them roam through the bed that you see behind my kids. That is where his dogs roam and their expandable leashes drag along and mow down any stem over 6 inches. This is also the edge he has now decided he will scoot around on my side of the road instead of crossing the street. He actually goes around the curve to the end of the flower bed and then crosses. Crazy. He's taking his life in his hands.

By the way, I am so against those expanding-length leashes - owners don't have as quick of reflexes as they admit. If a dog wants to go after something (cat, another dog, squirrel...), it will be there (or at least half way there) before the owner can even think of reacting.

I have spent literally hundredsof dollars on edging because of this one guy. First, the 6 inch tall edging you see here (~$125). Then the 18 inch tall edging to try yet again to stop him (~$200). Each year I thought it was a worthy investment since the plants had cost so much and I was just trying to take the path of least resistance. Is this a case of spending more $ than I have brains? :-)

Anyway, I'm giving in because even now after lining all the beds like Fort Knox, he's actually broken lily stems back that lean even 1 inch into the sidewalk path. I'm done. It's vindictive, but I sure hope what comes around goes around, even though I've yet to see that be the case in the real world. Surprisingly, my husband somethimes calls me a pessimist!?! LOL I say I'm a realist! I'm going to try to roll with the punches when I accept that I can not win. I need to retrain my reactions to people, because I'm the only person I can control. - Thought for the day! ^_^
