Link to discuss PF photos not available on all photos?

I ran across this entry and wanted to ask the poster a question and discuss it, however, there is no link to "Discuss this photo".

I know it's available on other photos today, so maybe this one is a fluke?

Joan, I think it's because it was added prior to the introduction of the PF pictures forum. (It was submitted back in 2002.)
