Is this little froggy blind?

I have been seeing this near my pond for nearly 20 days. This morning it tried to climb up my feet while I was looking at the fish, sipping coffee. The coffee spilt when the froggy tried. I notice that it is a weakling, its legs are weak, thin and looks lifeless. It slowly crawls across and it dashes into objects. I wonder, without sight, how it has survived this long. It cannot see - this is my presumption. Its eyes seems to be left unopened since it was young. At times, it hops, weakly, without any energy. It's a sad sight. But I'm left helpless. It sits on a water lily leaf. I noticed its breath as the water below its abdomen was making tiny waves.
