Greetings!
Relating to the use of 'with regard' and 'in regards'.
Often I hear the phrase "In regards to the bill."
A disclaimer - I am hardly an English scholar, but such
a phrase sounds completely incorrect.
It seems "with regard to the bill" is correct.
Could someone please clarify?
I would never correct someone, but when I hear "in regards to"
I just cringe!

There should be no 's' on the end of "in regard" or "with regard" although it's commonly applied in speech and writing.
Personally I find "regarding", "referring", "concerning" or "about" easier listening and reading than "in regard" or "with regard".
Ah, perhaps that is the kicker that gets to me. The 'S' on the end
of regard.
I like regarding better, too. Regard is a noun and a verb; after a preposition like as or in, it has to be a noun. And a collective noun sounds dumb with a needless plural added to it. As regards using "S" after 'as regards', in that case regard is a verb. Slightly better than in regards, but it's a verb looking for a noun - awkward.

Nuh uh, I had to look up pedagogue. Pedantic, sure. Even didactic...but pedagogue? No way. : )
Anyone from Pottstown who can use "nuh uh" in a sentence (and regularly checks the NOAA website) is all right with me.
