Yes, I believe that Newfoundland does use a half-hour offset. I run a World Clock app. that shows the time all over the world and Newfoundland cities are a half-hour different.
Should be 90 minutes ahead... I guess they're so far east that Atlantic time isn't enough difference.
Some of Maine could be Atlantic time, but they keep the whole state one time zone to be practical

Around the world there are many places that use a 30-minute offset and I believe that a few even use 15-minute offsets. On the other hand I have been told that all of China uses the same time zone. China is huge so I do not know how the people living at the far ends deal with opening and closing times.
It's a bit of a joke in Canada - when the CBC(national radio) gives a time check or a program time it would be 6pm, half an hour later in Newfoundland!
